This newspaper article is a idea-driven story as i think that the story focus on a central idea of calling 999 is not advisable and warning others stop calling.

This article is about people calling 999 emergency hot line just for fun as they are bored or they call emergency hot line just to report very small cases which can be solved at nearby neighbourhood police posts, like a nine month old baby need to listen to loud song then can sleep, but disturb the neighbours, neighbours complain so he call 999 just for this small case.

The 999 line of only for police related emergency. Another case of non emergency call is a man calling 999 reporting people shouting late in night. This could be solved in neighbourhood police post and also this is no a emergency matter. The police warn nuisance callers to stop calling or actions would be taken against them.
